A proud father raising young kids in District 2 with his wife Sarah, Stephen came into office with a clear agenda and spent his first year delivering on it. Safer streets. A better environment for small businesses. A city government that actually follows through.

He brings experience from both the public and private sectors to the Board of Supervisors, but what drives him every day is simple: making District 2 work for the people who live here.

The momentum is real. Stephen is just getting started.

FROM CLEAN STREETS TO DATA-DRIVEN Solutions

Stephen has spent his career in public service and the private sector solving complex problems. He started in the New York City Mayor's Office working on clean streets and emergency response, then came to San Francisco as the City's Innovation Director, where he focused on making city services faster, smarter, and more accountable. His private sector work in infrastructure investing and civic technology hammered home the same approach: cut through bureaucracy, focus on results, and keep the people you serve at the center.

  • Public Safety

    •Secured seven-day-a-week police foot patrols in the Marina

    •Voted to appoint 3 new pro-safety police commissioners

    •Launched SF's first citywide firearm safe-storage program in partnership with Pierce's Pledge to reduce gun violence

    •Pushed for tougher enforcement against drug dealing near schools, parks, and playgrounds and fought for the staffing to back it up

  • Small Businesses

    •Extended First Year Free to waive fees for new businesses opening in SF

    •Removed outdated restrictions on Van Ness to help fill empty storefronts

    •Introduced legislation creating an entertainment zone for Union Street

    •Strung lights along the Sacramento Street corridor to increase foot traffic

    •Fought to bring the historic Clay Theatre back to life and cut the red tape blocking neighborhood cultural venues from operating

  • Good Government

    •Fought for stronger accountability and transparency in how the city spends public money, from nonprofit contracts to city department budgets

    •Co-sponsored legislation to delay the $300K per unit sprinkler mandate, giving relief to over 9,800 condo owners across the city 

    •Partnered with Mayor Lurie on PermitSF reforms to cut unnecessary red tape and make it faster and easier to do business in San Francisco

    •Sponsored or co-sponsored more than 20 pieces of legislation in his first year

  • Standing Up for SF's Values

    •Unwavering support for reproductive healthcare access — District 2 is home to Planned Parenthood Northern California, and Stephen has worked directly with clinic leadership on safety protocols and rapid response

    •A committed champion for gun safety, because keeping weapons out of dangerous situations saves lives

    •Full support for LGBTQ+ nondiscrimination protections, gender-affirming care, and a San Francisco that is a genuine refuge for all

    •Fighting to fully fund the Office of Victim and Witness Rights so survivors are met with real services, not a waiting list

    •Committed to climate leadership, immigrant protections, and a city that reflects the values we share

  • Housing and Transit

    •Co-sponsored financing that unlocked over 1,200 new homes on California Street, including affordable senior housing and on-site childcare

    •Championed 75 affordable units for SFUSD teachers and new artist housing on Market Street

    •Went parcel by parcel with every neighborhood association to incorporate resident’s feedback into the Mayor's Family Zoning Plan, ending single-family exclusionary zoning citywide and building new housing the San Francisco way

    •Fought to restore the 30X and 1X Muni lines, bringing back direct transit service for D2 residents
